Biography

Dr. Villa oversees the BSP’s financial markets operations, including open market operations, FX policy implementation, international reserves management, and associated risk management functions. She also leads the BSP’s capital market development agenda to deepen market liquidity and support effective monetary policy transmission. Her career spans key roles in central banking: twice Chief of Staff to the BSP Governor; head of the Payments and Currency Development and International Monetary Affairs and Surveillance sub-sectors; and Alternate Executive Director at the IMF for the Southeast Asia Voting Group. She began as a portfolio manager and later became the BSP’s Chief Dealer. She holds a PhD in Economics from The George Washington University, Washington D.C., USA.
