Biography
Leonie Dunn, Deputy Governor at the Bank of Namibia, brings a distinguished portfolio of qualifications and professional experiences to her role. She holds an LLM with specialization in Commercial Law (cum laude) from Cardiff Law School, Cardiff University, Wales, UK. Additionally, she earned an LLB and a BA Law from the University of Stellenbosch. Ms. Dunn is an admitted Legal Practitioner of the High Court and the Supreme Court of Namibia. Her academic achievements are complemented by advanced executive education from Harvard Business School, the International Executive Development Program from Wits Business School in association with London Business School, and the International Leaders Program by Her Majesty’s Foreign and Commonwealth Office in the UK, along with the Women in Leadership Development program in the USA. Ms. Dunn’s expertise spans commercial, civil, and criminal law, corporate legal advisory, and financial services regulation. She is a seasoned professional in corporate governance, financial system and market integrity, macroprudential oversight, and financial stability. Her significant contributions in anti-money laundering (AML) and combating the financing of terrorism (CFT) include policy and legislative development, compliance monitoring, supervision, administrative enforcement, and strategic analyses. Ms. Dunn has played a critical role in national risk and threat identification, assessment, and mitigation concerning AML/CFT, providing strategic leadership within the Financial Intelligence Unit and the Central Bank. She serves as Chairperson of the Bank of Namibia Provident Fund Board of Trustees and has been a member of the Law Society of Namibia since 1998. Throughout her career, Ms. Dunn has demonstrated unwavering commitment to ensuring financial system integrity and stability, underscored by her extensive legal and regulatory knowledge and her strategic leadership in financial services.
